Haryana Education Department's Action Against Sexual Harassment in Government Schools

The state education department has issued 17-point directions in a letter written to all district educations officers (DEOs), district elementary education officers (DEEOs), principals, DIET, block educations officers (BEOs), heads of all government run and aided schools, school management committee (SMC), women member of SMCs and district project officers for the safety of minor children in Haryana.The order, issued by assistant director (Academics), reads that there are 21,000 government and private schools in Haryana and all concerned persons must ensure to protect safety, security and rights of students. These directions must be followed under the article of right to education and ensure to follow the norms of protection of children from sexual offences, reads the letter.

In the letter, officials at district level are asked to visit schools every month. “If any wrong or doubtful issue comes into notice, mention promptly in register and produce before the education official to take further timely action,” it adds.

Members of SMCs in which 75 percent are family members of students are urged to play a major role to ensure a safe and secure environment in school by coordinating with teaching and non teaching staff members. Moreover, all school heads in the state are directed not to fix black glass doors in their offices, class rooms, labs or anywhere in schools, nor use curtains.

Apart from it, officials have been asked to ensure programmes such as ‘Baalika Manch, Man Ki Baat ‘ are organised regularly.
